Corruption of Foreign Officials Act and Remedial Agreements

In 2016, Canada's enforcement of the Anti-Bribery Convention went from a ranking of "moderate enforcement” to “limited enforcement."

This was after significant amendments to the Canadian Corruption of Foreign Public Officials Act (CFPOA) were made in 2013. Key issues, including facilitation payments (which were removed from the Act in 2017), were addressed. But did we go far enough? Not, it seems, when it comes to the number of active foreign bribery investigations versus charges laid.

In this session, the RCMP National Division's Senior Investigator and Anti-Corruption Outreach Coordinator, Vladimir Napoleon, will explore the current state of enforcement and provide:

  • A comprehensive overview of the amendments
  • An analysis of the jurisdictional and regulatory authority of the RCMP, within the context of corruption and bribery investigations
  • His thoughts on Canada's "limited enforcement" ranking
